 NZIM/ATTTO Diploma in Travel Management

 

1.    Name of qualification 

The qualification shall by known as the NZIM/ATTTO Diploma in Travel Management. Its short title is Dip Travel Mgt.

2.    Nature of programme

The programme comprises four papers taken from the New Zealand Diploma in Business (NZDipBus) plus a practicum (where students undertake supervised work in the industry) or research project, and technical training constituting units from the National Qualifications Framework (NQF).  Each paper from NZDipBus represents a nominal 200 hours, or 20 credits. The practicum or research project is equivalent to 20 credits and the NQF units total 60 credits.

The qualification consists of 160 credits, or a full-time equivalent of up to 16 months of study.  However it is expected that students will enter the programme with most or all of the technical training completed.

3.    Level

The qualification is registered at the equivalent of Level 5 of the NQF. The requirements ensure that a minimum of 72 credits are undertaken at Level 5 or higher.

4.    Purpose

This qualification is designed to provide students with some of the more important managerial skills required within the travel industry in New Zealand.

5.    Outcomes

1.            To ensure that people entering management positions in the travel industry possess appropriate management skills related to their work.

2.            To ensure that people within travel management have qualifications that are competitive and transportable within New Zealand and overseas.

3.            To provide a learning pathway that leads to higher qualifications in relevant disciplines.

6.    Development and ownership of the qualification

The qualification has been developed by NZIM as a result of requests from industry and providers.  Much of the scoping and design work was undertaken by the Aviation, Tourism and Travel Training Organisation (ATTTO), the standards setting body for the travel industry.

As a result of substantial consultation the qualification has developed its current form.

7.    Programme approval

The use of NZ Diploma in Business papers has been approved by the National Advisory Committee for Business Studies (NACBS).

The qualification has been submitted for approval by NZQA as an approved, quality assured qualification.  That approval enables the qualification to be listed in the Register of Quality Assured Qualifications and to be eligible for EFTS or equivalent funding.

The qualification is recognised by the ATTTO and the travel industry as the major advanced vocational qualification for those working in the industry.  Through the use of NZ Diploma in Business papers the qualification provides entry credits into degree programmes.

8.    Accreditation of providers

8.1    Provision of the entire programme

Only accredited providers of the programme are entitled to promote the programme or claim separate EFTS funding for the programme.

All institutions wishing to offer the entire qualification need to be accredited by NZQA or the New Zealand Polytechnics Programmes Committee (NZPPC) to provide the programme.

To meet the accreditation requirements providers must

  • be approved by the NACBS to teach the requisite papers from the NZ Diploma in Business
  • be accredited to provide the appropriate NFQ units (ie the Travel Domain of the Tourism Subfield to Level 4 or Level 5)
  • have paid the requisite annual fee (for moderation of the practicum) and have a signed agreement with NZIM.

Their accreditation application needs to be ratified by their academic board or similar body and forwarded to the NZPPC, in the case of polytechnics, or in other cases to NZQA or other appropriate bodies.

The provider websites will then be adjusted to indicate their accreditation status.

8.2    Provision of components of the programme

Providers may be accredited to teach only some components of the programme, in which case they need to meet the requirements for only those components.  Those providers may promote only the components of the programme they are accredited to teach. All providers must have an agreement with NZIM.

Students may undertake components of the programme with providers accredited to teach only those components.  The components of the programme are transportable from provider to provider.

Any institution that is accredited by NZQA to teach to Level 4 in the Travel domain of the Tourism subfield may teach the unit standards components of the programme.

Any provider who is accredited to teach the NZ Diploma in Business may teach the Diploma papers for this programme, provider those papers are included in their accreditation scope.  NZ Diploma in Business courses are offered by most technical institutes and polytechnics as well as many other tertiary providers.  The courses are also offered by distance learning through the Open Polytechnic of New Zealand.

Any institution may be accredited to teach the practicum or research programme under an agreement with NZIM.  The institution must demonstrate to NZIM that it has the resources and expertise to deliver that component of the programme. 9.    Graduate profile

Graduates of the programme will have learnt a range of specialised and technical skills and competencies related to travel, and also management skills related to the industry.  They will be held in high regard as people who are competent at industry specific knowledge and processes, and also at the management of their businesses and the demands of the industry as a whole.

They will have a qualification that shows they are capable of front-line and middle management positions.

Graduates will be able to undertake financial and marketing management of their business.

10.  Course Description

The qualification may be completed as a stand-alone programme after a student has completed the National Certificate in Travel (Level 4), or an equivalent programme of study.

On successful completion of the NZIM/ATTTO Diploma in Travel Management students may gain credit into the NZIM Diploma in Management and/or the New Zealand Diploma in Business. Degree level study is a further option available to graduates.

10.1 Papers

Students must complete two core plus two optional papers, taken from the basket of papers available for the New Zealand Diploma in Business.

10.2 Practicum or research project

Students must also complete a practicum or research project. The practicum involves a period of supervised observation and analysis of a travel workplace.  The research project may be a workplace action research project, or another similar supervised applied research activity.

10.3 Technical training

In addition, students must complete a technical training skills module, which requires a minimum of 60 credits from

EITHER

the New Zealand Qualifications Framework at Level 3 or above from the Travel domain of the Tourism sub-field and with the option of specific units from the Generic Computing sub-field and/or the Marketing sub-field.

OR

equivalent qualifications.[1]

Students who have already completed these credits in relation to a National Certificate or other programme of study may gain the technical training module through credit transfer.

11.  Course details

NOTE: Students must ensure that they have 72 credits at Level 5.

Compulsory credits (ie core papers) total 40 at Level 5, therefore elective credits at Level 5 must total a minimum of 32 credits.

11.4 Technical training

TEC        60 credits from Level 3 or above of the Travel domain of the Tourism subfield, with the option of specific units from the Generic Computing and/or Sales Organisation and Management domains. (This requirement will normally be met by students through completing the National Certificate in Travel (Level 4).

12.  Entry requirements

The minimum entry requirement is

the National Certificate in Travel (Level 4)[3]

or an equivalent course of study as may be defined by the teaching institution

or equivalent skills and knowledge as determined by a registered industry assessor.

(These entry requirements will normally provide the ‘technical training’ component of the qualification.)

13.  Credit transfer

13.1 Recognition of current competence

A process will be established whereby students may gain credit for papers of the programme through recognition of current competence.  A maximum of two papers may be obtained by these means.

Students applying for recognition of current competence will need to ensure that they meet the assessment standards of the paper, through portfolio, interview, and other attestation. Applications should be made through your accredited provider.

Students may need to pay a fee for this service.

13.2 Credit from other qualifications

Students who have completed the NZIM Certificate in Management with a minimum of a B pass may obtain 130 Organisation and Management and one other unspecified paper credit towards the Diploma.

Students who have completed the NZIM Diploma in Management need to complete the Technical Training modules and the Practicum and two further papers for the Diploma, provided that they complete the compulsory papers towards the Diploma.

13.3 Credit into other qualifications

Students who have completed the NZIM Diploma in Travel Management may obtain the NZIM Diploma in Management by completing a further six papers, provided they fulfil the compulsory paper requirements for the Diploma in Management. 

Students who have completed the NZIM Diploma in Travel Management may obtain the NZ Diploma in Business by completing a further eight papers, provided they complete the compulsory requirements for that qualification.

By arrangement the NZIM Diploma in Travel Management may provide credit or determine entrance into other New Zealand and overseas qualifications.

13.4   NZIM/ATTTO Diploma in Tourism Management

Students may graduate with EITHER the NZIM/ATTTO Diploma in Tourism Management OR the NZIM/ATTTO Diploma in Travel Management, but not both.

14.  Currency

Papers will have a ten year currency in terms of credit towards a qualification.

15.  Student registrations

15.1 Registering papers

Some tertiary institutions will register students with NZIM.  Otherwise students may register their results directly with NZIM at:

For registration of the technical training modules and the practicum, students send to NZIM the requisite form supported by evidence or endorsements by the training provider or assessor that they have completed the module.

Recognition of current competence (RCC) may sometimes be undertaken by the tertiary institution.  Otherwise students should contact NZIM direct. There will be a charge for NZIM supervision of RCC.

The registration of each paper by the student with NZIM costs $22.50 (inc GST).  There is no further registration fee.

Any student who has already registered appropriate papers with NZIM and wish to have them credited into the Diploma in Travel Management does not pay a further registration fee for those papers.

Each time students register papers with NZIM they receive a Certificate of Achievement, that details the results they have registered with NZIM.

The student database contains results from all NZIM papers and qualifications completed.

15.2 Qualifications

On graduation students receive an NZIM Diploma in Travel Management.  This certificate also carries an endorsement from the ATTTO.

The Diploma may be presented at a prizegiving or may be sent directly to the student.

15.3   Complaints and grievance procedures

Any student who has complaints about any aspect of the course or its provision should first follow the complaints procedure of the provider of the qualification.

Students who do not feel that they have had their grievance addressed may contact NZIM, who will consider the nature of the complaint and if necessary take it up with the appropriate authorities or intervene on behalf of the student.

Any issues relating to registration of results should be addressed directly to NZIM.

Each student who sends results to NZIM is given an opportunity to evaluate the qualification, its teaching and assessment processes, and its administration.  The results of the evaluations are reported to the providers concerned.

15.4 NZIM Membership

All students qualify for NZIM membership and its benefits at a reduced fee.

16.  Quality assurance

16.1 Moderation

The moderation of all NZ Diploma in Business papers is undertaken by NZQA on a cycle of three years.

As part of their accreditation to teach the programme, providers need to ensure that they have an appropriate internal moderation system for moderation of the practicum.

The external moderation of the practicum and the research project will be undertaken by a moderator appointed by ATTTO. The process is described in the next section.

16.2 Qualification review

The qualification will be reviewed after one year and thereafter every three years.

16.3 Advisory committee

The ATTTO Travel Training Council, consisting of industry and provider representatives, will be the advisory committee for the qualification.  The Council will provide an annual report on the state of the qualification, including provider and student returns. 

Any qualification development or review will report to the Council.

16.4 Advisory network

An advisory network of providers will be set up to discuss and resolve any minor issues relating to the provision of the qualification.  All providers will be part of this network.

17.  Promotion and publicity

A leaflet will be designed by NZIM and ATTTO to promote the Diploma in Tourism Management and the Diploma in Travel Management.  These leaflets will be made available free of charge to all accredited training providers.  They will include a space for the institution to brand the qualification itself.

Only those providers accredited to teach the qualification or its components are entitled to use the qualification’s brand name, which is the NZIM/ATTTO Diploma in Travel Management.  No provider is entitled to provide the qualification under a different name. 

No provider can represent that they teach the entire diploma programme unless they are accredited to teach the programme.  However they may make representation that they provide components of the programme.

All accredited providers are entitled to promote the qualification in any way, so long as they ensure that the brand name is used.  For the purposes of promotion only, NZIM and ATTTO will make available, on application, copies of their logo. 



[1] The relevance of any other National Certificate or other course of study will be determined by whether the composition of the unit standards meets the course criteria

[2] It is assumed that students who have completed the National Certificate in Tourism and Travel (Core Skills) and the National Certificates in Travel (Levels 3 and 4) will have sufficient skills and knowledge to undertake this paper.

[3] The National Certificate in Travel (Level 4) has as a prerequisite the National Certificate in Travel (Level 3) and the National Certificate in Tourism and Travel (Core Skills) (Level 3).  This combined programme provides a minimum of 149 credits at Level 3 and above.
